Ditto on the vacuum advance.

Also, how far out is the idle mixture screw?

Adjusting for too rich an idle mixture will cause this exact symptom. If your engine is not broken in, try 1 1/2 turns, engine with 1000 + miles but not using oil, 1 to 1 1/4 turns, 500,000 miles or more and burning more oil than fuel a maximum of 2 turns.
