Semantics get in the way in this discussion, but Carter used "deflecters" (which also act as restrictors) for various reasons.

(1) Sheet metal deflecters were riveted to primary boosters on some small displacement engines to direct primary air flow, thus enhancing venturi air velocity.

(2) Sheet metal deflecters were added to the hot idle compensator on some Pontiac engines (secondary side) to reduce secondary CFM so that the more expensive tripower would still out-perform the standard 4-barrel engine.
