Housing was the ear that bolts to the dash. I agree that it’s a grounding issue. I will keep sanding.
Just a thought: what happens if I were to drop sodder onto clean (no paint) spots in an attempt to ensure that it’s touching. Just a thought in case gauge is not touching cluster body
