Ditto on the fuel pump. Loosen the pump attaching bolts a turn or so, and wobble the pump up and down on the engine with the line to the carb in a catch container like a motor oil bottle. That way you don't have to keep spinning the engine to check the pump. After several cycles it should start squirting fuel. If not, look for a clogged inlet line or swap pumps.
Float level- - - - -the top of the float pontoons should be approximately parallel with the bottom of the carb cover. That's close enough to run and prevent flooding for an initial run-in of the engine, but maybe not ideal for best performance out on the road.
