If you have access to a lathe that would be a simple item to make. A piece of round bar with a portion bored to slip over the crank snout and a portion drilled to the size of the tap drill for the bolt you plan to use would do the trick. That simple piece would center your tap drill and guide it into the crank snout along the snout's axis.
Using a bolt to pull the damper on is risky as it can tear out the threads you put in the crank snout because at first it doesn't engage very many threads. It's safer to use a stud or a piece of allthread that engages all the threads you make with your tap.
Part of the fun of this hobby is making stuff like that.
