I have bought vehicles from California that had title created. As stated before, If it is not in CA data system, there is no problem. It is actually simpler than Texas. However, If I buy a vehicle in California, I have to pay sales tax there unless I hire someone to move it out of the state. That is why many California trucks get auctioned off in Las Vegas. Otherwise buyers would have to pay tax in CA as well as their home state.
