Most all states require a visual VIN inspection when transferring an out of state title. That means a designated DMV rep must actually go and look at the VIN to make sure it matches the title in hand. If it doesn't there are many ways, some mentioned here, that you can get a clear title in your Daughter's name. California just makes it a lot more difficult than a lot of other states. Bonded Title is probably the safest way to go.
