As I told you in a PM back in March:
"The solenoid relay is not grounded until the governor is spinning enough to make the ground connection. That usually happens at 27-30 MPH. Until it gets up to speed you can't use overdrive."
I don't see how you can make the relay click with a test light unless you are using it to ground terminal 85. And grounding 85 should cause the solenoid to engage. If not you probably have an open somewhere. Take a meter and be sure there is power to 87 and continuity between 30 and 4 on the solenoid.
