If all the wiring wrings out, take the governor off, remove the end plate and clean the contacts. Then be sure it is well supported, like in a vice, when you chuck it up in a drill motor and spin it up with ohm meter leads attached. (One lead to the terminal, the other to the governor body.) Spinning should give you continuity.
