With the transmission in the installed position and the OD shift lever engaged, the sun gear pawl will be disengaged. Meaning it will fall down away from the control plate. That is the normal position until the solenoid is engaged electrically.
If the round tip of on the solenoid shaft is not connecting with the pawl, there could be something wrong with the solenoid.
When you install the solenoid it makes a 1/4 turn to engage the pawl and line up with the bolt holes. When it is installed it will hang there and not fall out even without the bolts installed.
