Actually, even before you have it balanced, raise your vehicle and spin the tire. It isn't always visible, but can show up when the tire is spinning.

Check the shock first - bounce the front end, if it does not "settle" in one or two up-down movements, replace (on a 1954) the shock.
Then, have the tire inspected, and, if the tire is good, have it balanced.
