Any idea on how i can get the brakes to grab evenly? I have replaced and/or rebuilt all of the components in the brake system, short of the foot pedal. All of the lines have been replaced as well. I have bled them several times and have also adjusted them as the maintenance manual calls out. All of the front end steering linkage is tight. Any help would be appreciated. Check the linings to see if they may be loose at the ends. Take a rough file or grinder & put a champher on the edge of the linings. Sometimes the sharp edges dig in. Wear a respirator when you do this. They may contain asbestes.

Check my post in engine & drive shop under brakes lock up.

but if the shoes are put on wrong...(short shoe to front, long to back is the proper way) you will have problems....
