Some screws are lockedup. But basic question, do I really need to remove the frame to remove the windshield or can I get away by not doing that. Doing a full restore

They are purely cosmetic.
If you are doing a full restoration,surely you would want to remove them?
There maybe underlying rust issues at the lower windshield openings.
To re-install your windshields you will have to remove the garnishes anyway.

On my truck everything is off just frame and cab sitting. Rust and undercoating remaining to clean.

I think those are to keep you from squeezing the moulding together when handling it.
