What is the best cost effective way to paint or under coat a frame? it does have surface rust...

Usually POR15 may want to look at Rust bullet also.

The best cost effective way? Clean all the surface rust, crud and greasy crud off. Wipe down with Mineral Spirits, prime with Eastwood's RUST ENCAPSULATOR then paint over with Rustolium Satin Black.

You'll probably end up using about $50-$60 worth of material.

Want it cheaper? Remove surface rust, crud and greasy crud, wipe down with Mineral Spirits, wipe down with Phosphoric Acid, paint over with Rustolium Satin Black.

Does the use of Mineral Spirits leave a residue? I always thought it did leave a slight "oily" film?

I used ZeroRust, about $16 a quart,used about 3 qts. came out pretty good. Used a wire cup brush on an electrice grinder to remove most of the surface rust, and then some sandblasting in the tight spots.

I'm a por15 man myself.

Firstly. I would wire brush ( or grind, depending )the crap out of everything you can get to. Power spray into all the cracks to get that hiding mud which causes rust eventually. Then I would get it steamed cleaned underneath. This will remove everything including dirt that likes to hide in spots etc. ( Patch any holes as neccesary )Take an air compressor and go through it all again. Use a galvanized primer. Use Rustoleum Rust Paint or as we call it here in CanuckLand ( Tremclad Rust Paint ). Its up to you if ya want a flat finish or a gloss. That frame is now sealed and protected for many years. My baby will get this exact treatment. Cheerz !

Before I do any of the chemical stuff, I hit it every day with a good pressure washer for a week or so. It seems like you always miss something. And it seems like some of the rust scale turns loose overnight. Once you feel sure you got everything, proceed with the recommendations above.
