The problem is... NO TITLE ... I never have bought a vehicle without a title. What is the normal process of applying for a lost title? What information do I need from the current owner if I choose to buy this truck? Is this even recommended?

He or she fills out the appropriate paper-work, pays the Govenor and they mail the duplcate title to them. They sign it over to you and thats that! Thats how it works in most states. Hope this helps. The only way to find out for sure is to contact your local tag office. You may get advise from someone who's done the same thing in your state but laws sometimes change.

There must be quite a number of DMV offices within reach, check around a bit, I bet some are easier to work with than others.
I don't remember Oregon being hard to deal with, but its been more than 20 years since I last lived there.
Of the three offices (in Washington) near to me I have found one much easier to work with than any other.

I once had to wait about 3 months for a seller to get one. It was worth the wait. The real risk is that they get impatient, and sell it to someone else for parts.
Some states are more difficult than others. I would recomend that you get the title straightened out first.

I would have to question why he hasnt already done so..... I know some guys buy trucks without titles. I would only say dont put a penny or a minute into any truck you dont have a title in your name. I sat on one for just under a year waiting to get a title after investing a bit over $2000. Believe me, the aggravation and waiting will make you wish you had spent the money elsewhere. Just my $0.02.

I could get from them. They were not very motivated to sell the truck they had advertised. No matter, I have moved on.
