My 46 had two different plaques one above the other. I'll have to look through my pics or can snap a new photo if you want. On the '39 thru '46 trucks, the green box shows where the tag should be. I stuck the green box on the image just to make it a bit clearer as to where the tag could be found. The tag would be oriented with the 'top' of the tag pointed twards the grill.

[img] http://www.oldtruckstuff.com/PLATE42T.jpg[/img] You normally have two holes in the plate, repops sometimes come undrilled. There is usually a little 'intent' as seen in the picture above.. one on the top right and one on the bottom left of the plate. You should be able to find holes in the cowl area of your truck that line up with those locations on the plate. When installed, the top right screw would be twards the ground.

Just confirming what fumblin posted...If you look carefully, there are 4 holes. The top set is visible (hard to see, but there). Use the bottom set. Just in case you haven’t received enough help yet. There is nothing in the upper two holes on my ’41 either, Top of plate to the front of the truck.
