Turns out the connecting bar is broken on both sides, between the first and second screws. Any ideas how to get the broken ends out? You might try drilling down through it to relieve some pressure of the rust, or soaking each end in some Evap-o-rust to see it loosens up. It took several soaks of PB Blaster, vice grips, and a hammer to get out the broken piece!
