T dug my front bumper for my 36 out of hiding and i's pretty rusty. I searched the internet and got a couple quotes ($800/$1000) and said no that's not happening. So I decided to paint it instead. Is there any special prosses to painting a once chrome bumper, any special primer or top coat needed?

Remove whatever chrome is left on it. Use muriatic acid or sanding/grinding.

Lye drain cleaner works well, too. Submerge the bumper in it mixed with water.

Once you get the chrome off, it's like any other steel part. Sand it, fill it, prime it, paint it.

OK, so all the chrome has to come off. I'm into the copper in some places, does that need to come off also?

TaKe it to base metal....I plated many years ago and it may have nickle under copper. We would plate steel rollers, then copper then chrome.
Have you considered powder coaring. I've seen some nice ones and even some looked pretty close to chrome..

I just sanded/ground mine smooth then applied a heavy dose of filler primer, sanded that, and painted. I gave no thought to removing everything, they still look good after 25 years other then some road rash on the front one. I might have wire brushed them to get into the pits, mine were in the dirt for 30 years. A good course sandblasting would likely be enough for paint to stick.
