I searched the internet and got a couple quotes ($800/$1000) and said no that's not happening. So I decided to paint it instead. Is there any special prosses to painting a once chrome bumper, any special primer or top coat needed?

Lye drain cleaner works well, too. Submerge the bumper in it mixed with water.
Once you get the chrome off, it's like any other steel part. Sand it, fill it, prime it, paint it.

We would plate steel rollers, then copper then chrome.
Have you considered powder coaring. I gave no thought to removing everything, they still look good after 25 years other then some road rash on the front one. I might have wire brushed them to get into the pits, mine were in the dirt for 30 years. A good course sandblasting would likely be enough for paint to stick.
