Have you adjusted them as described on that page - left column, under "1/2 ton and 3/4 ton, except Forward Control" Installation, step 4. That chapter has some confusing sections. If they are usable, make sure that you have a way of tightening the threaded ends very tightly until the springs bottom out, then back off until you can put the cotter pin one of the holes.
