I think in the business world it is termed "externalizing environmental costs". I agree the disposal cost should be bedded in the purchase cost then there would be no incentive to illegally dump.
I have a good friend who has inherited the family farm where on the back 40 of the property (quiet dead end road) there is a huge illegal tire dump. What a mess!
