Our local annual 'recycle drive' explicitly states nothing over 16 inches... like 17+ inch rims are rare.
I actually looked up the PA law and its illegal (of course, this is America... everything is illegal) to put any tire or tire part in the trash.. of course I can neither confirm nor deny that I have done such a thing
but quartering a tire makes them easier to get in the bag.
I'd pay a reasonable fee to recycle them... but the PA State EPA web site only talks about the law... not actually how to get rid of tires or places that accept large tires.
