Typically there are sporadic tire round-up events allowing free disposal of tires. I would just stay vigilant for such an event. One would think that old tires should be a resource recyclers are willing to pay for like scrap metals.
It is a shame that some areas have restrictive disposal mechanisms such as described as it only leads to illegal dumping and other illicit activity by morally challenged individuals. Tire dumps are rare in areas that more freely accept such material.

Sadly/Appropriately, disposing of a tire is a cost of owning a tire. Someone has to dispose of it. Maybe we should raise taxes to pay for disposing other people's tires - someone has to pay for?
The better answer would be to add a disposal fee to the cost of buying a tire. Then, tire sellers/manufacturers could be required to take old tires (as they are now required to take old oil and old batteries - because people were throwing them into land fills and lakes/streams).
