Our local county took a hard line stance on recyling tires, they wanted like $10+ per tire. What ended up happening was they started finding tires stacked on county owned property every Monday morning. I know one of the landfill workers and he told me the county public works crews were bringing in over 50 tires every Monday making lots of extra work for themselves, so the changed the policy. Now we can take 2 tires per trip to the landfill for free. In doing this they now pick up way less amounts on Monday morning.
