To add to Builder's advise, always wipe the surface to be painted with wax & grease remover BEFORE sanding. It is not uncommon to actually drive contaminates into the surface pores if you don't. Also when you do use wax & grease remover keep the rag wet and wipe it off with a clean dry rag before it dries. If you don't wipe it off while still wet all you're doing is moving any contaminate around instead of removing it.
