I don't think that an oil pressure gauge line should have necessarily have oil in it. I know on my 216, the line does not have oil in it. It is all about pressure and not about being full of oil.
If your oil pressure is that low, something is very marginal. There is nothing to clean on the oil pump except maybe the sump and the relief valve.
