Many of federal safety standards do not apply to to vehicles manufactured before 1975 However, states are at liberty to pass more stringent laws. In Texas for example, we do not have the year of manufacture exemption for brakes. It would be good to check your state laws because a truck tractor falls in the catagory of a commercial vehicle.
