47Chevy6400, in answer to your question, it is a state issued license and requirements very greatly. The back ground check I had to go through was just as thorough as when I was a director of a bank. This is because Texas with its close proximity to Mexico and sea ports, is home of many "chop shops". Also, If I hadn't became licensed dealer years ago, I would probably not make it through the neighborhood protest period. I am not very active in the business but I must be licensed in order to buy salvage units from insurance companies. The actual fee is only $80 per year.
