This reference shows the exact combination you say is not allowed was used 1958, 1960 and 1961. I'm assuming they didn't just make up those pictures, although the 60 and 61 plates show the same number but with different stickers, which may have been pasted up.
But the problem is you're up against the bureaucracy, and convincing them otherwise is like beating your head against the wall.
