When you are buying anything with an electric motor, drills, saws, sanders, bench grinder, shop vac, etc...you only look at AMPS. AMPS is torque. HP has "power factor" and "efficiency" in the calculation. As you say, deceptive.
Compare amps. Buy big amps. RPM's are relevant on some things. If you are comparing different brands and one says Amps and the other says HP, dig into it until you see the amps.
