I need to correct my comment:
1. If that is a fuse, then it's just a rebuilt/refurbished ammeter, NOT a conversion to a volt meter. The original had a fuse across those two terminals. They are both "OUT" to loads. They just fused the wire to the light switch. The lone terminal is voltage "IN".
