Once, my COE started to lose power and it was because the distributor clamp was a bit loose and the timing became retarded. I would check your timing. I know this is not ideal but one way to set your timing is with a vacuum gauge. At high altitude like you are, this will adjust for the altitude change since timing is assumed you are at sea level. Set the timing with the highest vacuum and you will be close. You can advance it slightly from there and you will be closer. If this doesn't get your vacuum near 15 inches then you have another problem.
