After a lot of head scratching and poking around with a test light….I found that the “housing” of one of my taillights was grounded.
But the little bracket inside that holds both bulbs was not grounded to the housing. Ended up adding a little ground wire off the inner brack with a tiny self tapper and a ring terminal. Ran that wire out the back of the housing and secured to a good ground.
