I lowered the GVW of a truck...it required two different tires on the front axle (USED), and a re-stamping of the vehicle ID tag on the jamb. Total cost was the two used tires! Granted, the gentleman that re-stamped the tag was down the street, and the vehicle was originally purchased by us, from him. He was licensed by California DMV to do this. You are probably correct in your cost estimates of this procedure...my instance was just dumb luck, but pefect for me!
