My Dad taught me a neat trick to true a piece of metal; take a pane of glass, wet it, and lay down a sheet of sandpaper big enough to do what you need. Then using a figure eight pattern, sand the part until all the high spots are gone. I did this on a cover over an accelerator pump on a previous car I owned and it worked perfectly. Unfortunately it won’t work in all cases, such as yours Jon where you have a bump out in the way.
