I believe they want to make sure they sent you the right parts. Make sure you also show the labels in the pictures.

Have you installed the tire and wheel. Trying to turn the rotor may be really tight until everything gets seated. If your sure you have installed it correctly, I would follow Bartamos’s advice and try it. It might need some force to seat the pads.
