I know that a lot of problems can be caused by which DMV office you pick to use. Ours in Rolla has to be one of the worst. I had an issue with a formerly abandoned '53 Chevy 150 business coupe I tried to buy years ago. The seller had been to the DMV in Houston and was told what paperwork was required, which he passed to me when he sold it. I took said paperwork to the Rolla DMV and was told that they couldn't do that, that I didn't have the right information. I straight up asked them what they needed from me to make it work. The only response I received was that they can't do that and I don't have the right paperwork.
