I'd guess that it is attempt to re-register a truck that might not have a clear/clean title, or might not have a matching Vehicle Serial Number Plate.
Is your registration still good (was it ever registered in your name)? If not, you can hope to be able to obtain a bonded registration (valued at the truck's value as-is).
