No, that's a good ground system voltage drop. I'm leaning more toward it being a 12V starter. Pull the starter and measure the shaft diameter. The voltage measurements just aren't adding up, and there's no way to make a starter pinion/flywheel mismatch work if that's what you're dealing with.
