Looks like we ruled out the cracked head.
Made the vacuum fixture from a #8 rubber stopper with a piece of tubing through the center, compression T and the gauge and vac pump.
All three ports were the same at 19 inches.(pump will do 22 with a closed line) So I assume some guide leakage since there is no oil to the stems.
