You are correct, Alpha will not even penetrate the bare eyes.
Gamma will penetrate the skin just a little.
It's the sudden release of neutrons, that you have to be careful of, during an T/M inspection.
The proper protective clothing and neutron detectors will enable you to exit the hazard quickly and disrobe all the contaminated gear quickly.
In extreme cases, full face respirators, wet suit and double gloves would also be required.
In severe cases, air supplied bubble suits may be required.

I am qualified to don any of the above mentioned protective gear and perform the duties of TMI.
