I tip about the inner cowl (kick panels). The venders sell a full panel painted with horrible gray paint which does not fit at the bottom by any stretch of the imagination, and they should all be stoned, tarred and feathered, run out of town on a rail for selling them.
Some of them however, sell the lower half-panel in black primer which fits at the bottom like a glove.
After trying to make the horrible gray full-panel fit at the bottom without satisfactory result, I bought the half-panel and grafted it on to the full-panel and it went in smoothly.
If you have a halfway decent inner-to-outer cowl panel, repair it and use it. The repros don't fit any better that the Inner cowl patch panel mentioned above.
I can't believe that your recently purchased toe board panel did not come with all of the sheet metal pieces which hold the felt seals, and the bracket for the gas pedal. Time to heat up the hot tar cauldron and pluck some chickens?
