As for that short block for $1500 you are still another $750-1000 for parts to get a motor that starts. A DIY motor costs less, and you can put better parts in it, cheaper.
Who pays $1200 (or even $800) to machine a $175 (or more than likely a FREE) block? Its a Chevy 350. They almost grow like weeds if you just look for them.
And what are you getting done for $1200??
As for this 'warranty' do you really think that simply shipping a motor all over the country is going to be cheaper than fixing it yourself with all the $$$ you saved by not buying a plane jane motor and fixing it as it breaks?
This is a somewhat dated article.... but parts get cheaper with time and the donor motors are going to be all over junkyards:
