I'm not sure of the exact name, but my question is regarding the rectangular frame with "rollers" that guide the cable during its travel. It seems that the top and bottom "rollers" should rotate. It appears that there is an insert at each end with threads for the holding bolts. I'm not sure if the inserts should rotate inside the rollers. Mine don't, either they are rusted tight or they aren't supposed to rotate inside the roller ends. If anyone has experience with this, any advice would be appreciated. Thanks,

I don't know why some have rollers and some don't. I have wire rope in the Warn.

I really has to do with cost. Unless a winch is used a lot and in the same position the fixed rollers work fine especially for the occasional use. On a heavy duty winch they are nearly always found except on a wrecker where the sheeves do the rotating.
