The term VIN is often confused when used with any older vehicle.
Where did you find that code? It might be an engine serial number or a vehicle (body/cab) serial number.
Also, can you post a link to a photo of your vehicle? That would help us know the approximate year "ballpark".
The only code I can find with a BL in it is 1942 but your format is not right for that year.
You are asking this question in the right place - someone will help you figure this out.

BLCC works out to be a Flint produced 1953 216 for a 3100 series truck.

The code works out to be a '57-'62 235, built at Flint on May 16, and was originally installed in a Passenger car with manual trans.

You can test the oil pump by removing the distributor, then turning over the slotted oil pump drive using a drill and either an old distributor shaft or cutoff scredriver.
