40-48 psi, depending on the load?
What is the ply rating?
Radial or Bias ply?
I would start at 36psi and drive it at whatever will be be your "normal speed" and road-type.
Then, add 4 psi and do another drive.
Repeat.
Go with the psi that provides best balance between good tracking and ease of steering (without excessive wandering).
I think I ran 7.00x15" Toyo radial tires on a 54 1/2 ton pickup at 45 psi.
Usually the tire manufacturer will provide a load vs psi chart for each style/size tire.

That low of the tire pressure presents a much more dangerous issue to drive. If they wander, most likely there is something else at work causing the truck to track crookedly.

Tiny's link is for a passenger car tire/load. No 7.00x15" is listed, so checking the PSI at different loads given by the tire manufacturer might be a good place to start? Nice ride and even tire wear. I recall as a kid all tire sizes (no radials then) seemed to warrant 28 psi. When radials came along we were surprised to have to bump them up to 30+ psi.
Bias-ply will wander in ruts or grooves. I have Firestone on my 49 and as I have written before I love them. They are new and the compound is much different to the old bias-ply. They do not flat spot and run very smoothly at speeds up to 55. The pressure rating on the sidewall is the maximum pressure the tire is rated for, not the suggested running pressure. The best bet would be to either check the owners/shop manuals or the tire manuafacturers suggested pressures for a given weight capacity.
