Any ideas?

The odometer on the other had is mechanically coupled to the shaft. If the odometer is turning then I would say the grease in the needle bearings has turned to wax and is keeping it from turning. Either take it to a speedo shop or if your feeling adventurous you can open the case and try to free up the bearings. Denny Graham Sandwich, IL
