I was going to prime and paint my tank since it sits behind the seat in the cab of my truck and is pretty visible. But than someone mentioned it would cause too much insulation and condensation could form in the tank. Doesn't seem likely to me but I'm pretty inexpierenced. In fact a lot of tanks are sealed both inside and outside...or painted with paint or Por15. Sounds like someone had a particular problem at some time in their life and one persons problems have become worldwide?
