I don't think there was a frame number, but I got my 53 registered using the number on the door serial plate. DMV just needs a number that is currently not in use. First is that VIN has a special meaning and wasn't in use in 1953. Your truck does not and never had a VIN.
Second is that they never put a serial number on the frame in 1953.
I don't know the solution to this problem but when dealing with the state you may have to educate them about these details. Most likely you are dealing with someone who wasn't even born when you truck was built...
