So licensing your '68 shouldn't be a problem. I had a 57 bug in 1960 when going to high school in Alaska -- in the winter I carried about 50# of sand in the front. If it never hooks up, it won't break! If you are going to race it, then you need to do so real engineering. The longer wheel base will add weight to the front. You could also add lead weights from the dirt track cars.
